Since 2008, the Hydropower Reform Coalition and its member groups have been a participant in the Okanogan PUD's project to obtain a license to construct new electrical generating facilities at Enloe dam on the Similkameen River, four miles west of Oroville, WA.

A license to build and operate generating facilities would be issued by the Federal Energy Regulatory Commission, known by its acronym FERC.

In August of 2011, FERC issued an Environmental Assessment(EA) for the Enloe Dam project, completing a major step towards granting a license.

Background documents for the FERC EA were prepared by the Okanogan PUD's consultant Entrix, Inc. of Seattle, WA. At several steps in the process, the Hydropower Reform Coalition and its member groups, submitted comments to FERC asking for additional information. One of these requests was for the PUD's economic forecast, the projected closts and returns of generating power at Enloe Dam.

When requests for Enloe Dam financial information was not forthcoming, the Coalition contracted for an independent financial analysis. The economic analysis was prepared for the Coalition and the PUD ratepayers by Rocky Mountain Econometrics (RME) of Boise, ID.
